School Dropouts: A Survey of Legislation and Services Relating to Early School Leaving in New York City, 1900-1965

Abstract

This study will re­view the factors which have led to the development of the current dropout problem. Three sociological theories of juvenile delinquency will be discussed and evaluated in order to give us a background in understanding the social conditions that can lead to dropping out of school. A survey will be made of legislation and services available in New York City to assist in the prevention of early school leaving and to help those children between sixteen and twenty-one years of age who have already dropped out of school. The effectiveness of current legislation and services in preventing early school leaving and assisting dropouts as well as the need for additional services and legislation will be discussed.
