Abstract

Americans seem always to complain about the high cost of poverty. The refrain is an old one and subject currently . to much examination. This results, of course, from the War on Poverty which is heavily emphasized in the administration of President Lyndon B, Johnson. There is dissatisfaction over the government’s multibillion dollar attempts to relieve poverty. Perhaps that portion of this endeavor which is held to the highest critical scrutiny of public opinion is Public Welfare. It is considered large scale government charity which, in 1962, dispensed over 3500,000,000 throughout every community in the nation. For millions of more affluent Americans, this huge welfare operation provides perplexity, anger and controversy. Since 1953? expenditures for Public Welfare have almost doubled and the number of recipients rose about 40 per cent. Families in trouble have paced that increase and have taken over the leading relief spot from the aged.
