Abstract

In Paris, at a meeting of the Organization for Euro- pean Economic Cooperation in May 1952, Mr. R. A. Butler, Great Britain's Chancellor of the Exchequer, is reported to have stated that the basic necessity for European re- covering is "trade, not aid".
