Public Funding: Its Impact Upon the Voluntary Social Welfare Service System of the Five Towns, Nassau County, New York, 1966

Abstract

The Five Towns Community Council is responsible for planning the continued development of social welfare services in the community. Increasingly since 1$64 it has participated in the solicitation of public money in order to create new social services and to expand those already offered. It has also witnessed a large increase of public money directed to social services outside of its traditional voluntary service structure. At the same time the Council Board, its professional staff, and agency professional personnel are aware of a scheduled progressive phase-out of public funds. They are concerned for the continuation of new and expanded services in the face of that anticipated withdrawal of support. This concern also grows from a realistic projection of the amount of money that can be raised by the Five Towns Community Chest in the form of voluntary support in order to replace public funds if they are withdrawn.
