Abstract

School absenteeism has been one of the major problems of educators in the United States for many years. At the present time school absences are not only the concern of school staffs but also the interest of civic leaders, guidance personnel, law enforcement agencies, and all people interested in the welfare of the child and the country. In order to better understand the frame of reference within which this study is being done, let us review some of the experiences and thinking of our education predecessors in the United States, especially noting the progress made in New York State and City.
