The Negro Integrated

Abstract

In 1937, the New York Legislature created a Temporary Commission on the Condition of the Urban Colored Population and, in 1938, extended its life for another year. Of the fourteen bills proposed by it, two became law, to wit: Section 14-C of the Civil Service Law, and amendment to Section 40 of the Civil Rights Law. The one forbade discrimination in the civil service and authorized the civil service commissions to redress such grievances. The other enlarged the definition of places of public accommodation, resort or amusement.
