Parson Brownlow, Reconstruction Governor of Tennessee

Abstract

Although Tennessee was the only state of the Southern Confederacy to avoid Military Reconstruction, the price she had to pay for the privilege was bitter strife and intensive hatreds among her own people. Unlike the other ten states which had seceded, Tennessee escaped both Executive and Congressional Reconstruction. Here, the restoration of civil government was based on those who had remained loyal to the Union. These Unionists comprised about one-third of the tax- payers. On closer analysis, these same Unionists were located primarily in East Tennessee, and further examination would indicate that Reconstruction took place along section- al lines, rather than by a concerted effort on the part of the majority of Tennesseans.
