Cooperation Between Private Social Agencies and Public Welfare Agencies
Abstract
With the government on all levels firmly entrenched in the social welfare field, the question now arises, "Where will it draw the line of demarcation between governmental participation in meeting social needs through public welfare agencies, and the role and function of the private social agencies, such as Catholic Charities, which have pioneered in the field of social welfare?"The extension of the public welfare services, first on local and state levels, and then through the passage of the Social Security Act in 1935 on the federal level, was initiated to implement the work of the private agencies in the difficulties that arose during the Depression of the 1930's. The promoters of these public welfare services, however, have not been satisfied with this supplementary role.
