Michael J Walsh, Fordham University

Abstract

The purpose of this thesis is to put at the dis- posal of its readers a new point of view regarding the administration and subsidation of probation in New York. The data presented will endeavor to note early concep- tions concerning punishment and the offender, the func- tions of probation and an historical review of the de- velopment of probation in New York State. In addition, it will attempt to show the need for State subsidation of probation, what improvements should follow as a re- sult of such subsidation and how the State already sub- sidizes other social and corrective agencies.
