National Federalism
Abstract
CHAPTER IINTRODUCTIONThe present work proposes to study the best possible constitutional relationships between majority and minority national groups within a given state. This, undoubtedly, is a constitutional problem of the first magnitude; for it affects the cultural, economic and political life of states. The persistence of the reports of existing disharmony and friction in the political life of a great majority of states testifies that adequate constitutional arrangements to remedy such situations have yet to be devised.The national minority problem is essentially an issue of domestic policy, but it is also, as has been repeatedly proven, a significant factor contributing towards international conflict.
