The Surtax on Undistributed Corporate Earnings
Abstract
The statement that all forms of taxation are resented by those taxed is almost axiomatic. It is small wonder that, with the publication of the President's message to Congress of March 3, 1936, a storm of disapproval rose all over the country. This general protest was aimed directly at the President's proposal to levy a new kind of tax on the earnings of corporations.
