Abstract
The provision which individuals make for shelter has far reaching influences on society. Its ramifications pervade the whole social and economic fabric of the community. Hence the problem of developing an efficient system of owner- ship and rental of residential property in which all economic groups may acquire either use or ownership under conditions which safeguard investment and eliminate unnecessary social and economic costs is paramount.
