Abstract

Background of the Study. Since the creation of man there has always been a certain percentage of the population in need of special help because, for various reasons, they have turned against God and society. They have violated the laws of the state and the commandments of their Maker. Among this group there is one category in whom we are particularly interested, namely, the juvenile delinquent.In former days, in most instances, this type of youth received the same sentence and was housed in the same institution as the older offender. Later, provisions were made to care for wayward youth in separate correctional schools but still the purpose of placing many of these children was often for the protection of society rather than to develop the child into an adequate individual.
