A Critical Study of the Foreign Policy of the United States Under the Administration of Jefferson as Bearing Upon the War of 1812

Otto Freuer, Fordham University

Abstract

Since the operations of government are not a mere abstraction carried on in a vacuum, any study which is devoted to an exposition of foreign policy must place in proper relation the concrete conditioning factors as they affected that policy. So many changes have been wrought during the past hundred years, not only in the political but in every field of human endeavor, that the present-day observer must guard against ascribing modern complexities to a long departed era. Especially so for the United States where a fringe of scattered agricultural communities along the Atlantic has been developed into a closely knit industrialized continental economy.
