Extra-Academic Ideals of New York Commissioners of Education Based on the Reports of the Chief State School Officers of New York

Abstract

Modem educational thought in New York State has definitely felt the need of stressing "Character Education" in these present times, as the ultimate goal of teaching. It occurred to the writer, therefore, that it would be interesting to study the sequential reports of the State Commissioners of Education in New York State to discover, wherever possible, what extra-academic ideals have been set forth by these responsible leaders during the past one hundred ten years.Intellectual achievement, as the ultimate end of education has never satisfied society. Knowing, in and of itself, does not guarantee right living. To know is not, necessarily, to do. The Commissioners of Education had this fundamental fact constantly in mind during the last one hundred years. The excerpts from their reports, which the writer presents in this thesis, indicate the Commissioners' recognition of the fact that moral and intellectual development should be twin goals in education.
