The School Dropout: An Analysis of the National Problem With Special Reference to the Mentally Retarded, Prevention, and Specific Programs, 1900-1967
Abstract
The problem created by the school dropout has recently been recognized as a serious and dangerous threat in our community. Although the condition has always existed in our society, and more so in the past, it continue to become an increasingly serious dilemma. Because of the complexity of modern existence, and the technological advances made in the past decade, those that drop out of school find themselves unable to meet the requirements of the business world. As a result they become unemployables and dependent on the surrounding environment for the basic necessities of life.This paper will attempt to make a study of the problem created by the lack of education, by verifying the number of those who leave school, their characteristics and socio-economic status. It will also, in part, attempt to deal with the related topics of delinquency and unemployment. Recently the urgency of the situation has been recognized and various programs have been initiated to alleviate the existing conditions. These programs will be discussed and evaluated accordingly."Today an estimated four out of ten students in the fifth grade will not even finish high school—that is a waste we cannot afford." So spoke President Kennedy in his State of the Union message to the Congress on January 14, 1963. If the current rate continues, about 7.5 million students will drop out before graduating from high school during this decade. About 2.5 million will not go beyond the 8th grade.
