Abstract

The broad area of concern to which this study will relate itself is one to which the field of social work and many other "helping” professions have given their attention for many years. The framework in its broadest scope includes the vast and complex issue of comprehensive and appropriate provision of services or resources in some systematic manner to balance or meet the physical, mental and social needs of any particular community of persons.
