Abstract
"Changes in the economic and social structure of society give rise to new problems in every age and men are faced with the task of devising adequate solutions for them. A true mirror of these needs is the field of social welfare which invariably reflects the difficulties that have presented themselves in any period. The social work of the Catholic Church has progressively met its new problems and attempted to solve them in the light of changing conditions and with the help of modern methods."
