Community Action and Poverty: A Study of the Formation of Neighborhood Action Councils in a Community Action Program in Long Beach, Long Island
Abstract
In 1964 the United States Congress admitted the existence of mass poverty in an abundant society and passed the Economic Opportunity Act. This Act called for Community Action Programs which would lead to a break in the "Cycle of Poverty."
