Abstract

Contrary to much of the social, political and economic mythology of America, planning is a "basic reality of almost every significant enterprise in our society. Every city has, "by whatever title, a planning commission to guide its physical development with the help of such accepted tools as zoning, subdivision controls, and master plans. The advent of technology in the industrial system has made the free market obsolete as a reliable tool for the setting of prices and, therefore, big business has invested huge sums, with considerable subsidy by the government, in "research and development" which is a euphemism for planning.
