A Survey of Recruitment Programs for Negro Adoptions in Sixteen New York City Agencies
Abstract
Today in the field of adoption there is a critical shortage of adoption homes for Negro children. In the last decade concern has mounted due to the increasing numbers of Negro children being referred for adoption and the inability of the agencies to achieve legal adoption for them. As the child welfare field has identified some of the obstacles to their finding security for these children in families of their own, agencies have increasingly explored new ways to best serve these children.
