Abstract

Foster home care is not new, nor is it an outgrowth of a highly developed and civilized culture. What to do for the needy and dependent child has been a problem that existed since Biblical times. When Moses was picked out of the Nile by Pharaoh’s daughter, he was taken into what constituted a foster home. In many primitive tribes, orphaned children were distributed by the tribal chiefs to the various members of the tribes for care. The primitive elements of foster care are involved here too.
