Abstract
Background of the Study. In the year 1945> Thomas E. Dewey, Governor of New York State, stated: Years before I became Governor, I was distressed by the tragic spectacle of youngsters being put through our criminal courts by a process they did not understand and sent to prison, often to be made worse rather than better. I determined that if I ever had the opportunity, I would do something definite to correct this condition. These words indicate the true beginning of the organized juvenile delinquency and youth crime prevention programs in the State of New York. Under the inspired leadership of this former crime-buster came the formation of the New York State Youth Commission and eventually the establishment of the New York City Youth Board and the very group work specialized programs operating in the C .Y .0. and other private and public youth serving agencies in New York City.
