Abstract

The Bureau of Attendance of the New York City Board of Education is a statutory agency mandated by state law to protect the rights of children to an education. The function of the Bureau is based on the principle that each child has a right to an education and that society has an obligation to protect and insure this right through legislation i.e., the Compulsory Education Law. The preparation of the individual for a successful life adjustment is the goal of present day educators. The school recognizes its responsibility to service the whole child. It has therefore had to enlarge its scope to deal with the numerous factors that enhance or hamper the child's capacity for achieving his full potential. In order to help the youngster to prepare himself for the more positive adult role, the Bureau must see to it that he has every opportunity to attend school regularly. This involves the Bureau in assisting the child's family to mobilize its capacity to meet the emotional, physical, spiritual and economic problems which affect its healthy functioning.
