Abstract
Background of the Study. The writer's interest in the aged dates back to the year, 1949. During this period of time there developed an increasing awareness that the resources for the aged were lagging far behind their needs. It was writer’s privilege, while in the employment of The Department of Welfare, New York City, to experience direct contact with the aged in the Old Age Assistance Program, Nursing Homes, Day Centers, Farm Colony, and Hospitals. In the latter respect it was not uncommon to find elderly people, who were medically discharged, still occupying bed space,, for a period of three months to a year, for want of a place to live. It was quite evident that emphasis, at this time, was placed on the factor of chronological age rather than on the individual ; lack of facilities and understanding of the problem ruled out any possibility of differentiation.
