Abstract

The method employed in this study was the survey. A review of the literature and documentary sources was used to delineate the philosophy and the history underlying the loss of and restoration of certain right to the convicted offender, with particular reference to New York State and the application of the Good Conduct Certificate in this State. Little effort will be made to present an administrative or historical picture in depth although a description of the origin and background of Parole, and of the Good Conduct Unit within the Division of Parole, and of the Good Conduct Unit within the Division of Parole, will be included briefly for the purpose of continuity and clarity.
