Abstract

One of the basic rules of research is the exhaustive study of a small "universe" which allows for deep probing, and if possible, coming up with a solution. In this study the writer will proceed from the group of children in foster home care to a particular group of children with retarded mental development, in foster home care, in the Brooklyn District of the Boarding Out Division of New York Foundling Hospital up to January 1, 1954.
