Abstract

The author investigated the historical background of Juvenile Court of Luzerne County located in Wilkes-Barre, Pennsylvania. This was done for the purpose of better understanding the organization, function, and operation of a public institution deemed extremely important in the community in terms of handling problems dealing with youthful offenders. The author studied this institution in terms of how it functioned. An attempt was made to study this institution from the time of its creation and followed its growth through the years.
