Abstract

Background of the Study. On May 15» 1891 Pope Leo XIII under the authority vested in Him as guardian of the morals of men, issued the encyclical, "Rerum Novarum.” What has this to do with protective social legislation pertaining to the enactment of controls for the labor of women and children?The first step towards an answer to this question is the determination of the meaning of "encyclical". Encyclicals are papal "letters addressed to the bishops on matters concerned with the welfare of the Church. Often they condemn some prevalent form of error; point out dangers which threaten faith or morals; exhort the faithful to constancy or prescribe remedies for evils foreseen or that already exist".
