Abstract

Background Of The Study. In recent years, the problem of Juvenile Delinquency has earned a high priority among the social problems to be faced in New York City. This problem has been approached, analyzed, and discussed in numerous ways and by various interest groups. In a sense, a diversity of opinions has had a salutary effect in that it has motivated more research into this important field. Attempting to gain further insight into the problem, experts have tried to agree on a basic, all inclusive definition of delinquency with very little success. Delinquency has become a catch-all phrase. It covers the whole range of anti-social behavior by juveniles and teenagers up to the age of twenty-one. It includes the most trivial behavior as well as the most serious, such as arson, rape, burglary, and even murder.
