Abstract

TIMELINESS AND IMPORTANCE OF THE INVESTIGATION. With the dramatic advance in medicine in the last seven years, brought about by the new wonder drugs, the anti-microbial era has arrived. However, while the inflammatory diseases have shown a decrease, there has been an increase in the chronic diseases as the average citizen lives longer. Now, there is a renewed interest in all segments of society in rehabilitating this citizen as well as others in the community with handicaps, recognizing that he has a right to a better type of existence and that his improvement benefits all, both socially and financially. Federal, state and local governments are assuming leadership in helping him with this process. And as results are showing from this investment, labor leaders, private business and community agencies are showing increased drive in implementing these services.
