Child Welfare Services in a Public Agency: A History and Description of the Wayne County Division of Child Welfare, Lyons, New York, 1936–1958
Abstract
Indispensable to civilization is the family, the basic unit of the social order. It is not surprising, therefore, that of all social units, the family has been the most affected by the unpredicted situations contingent to all social changes. The family is one of the fundamental natural rights of man. As the most important of all social groups, it is an essential factor for the virtue and happiness of mankind. Its primordial end is the propagation and education of children. The parents have an obligation to the children not only with regard to religious and moral training, but also physical and civil education as well, principally as p it is concerned with religion and morality.
