Neighborhood Need From Two Points of View: A Comparison of Approach to Need at University Settlement House and Nativity Mission Center, on the Lower East Side, New York City, 1963-1964

They felt that six months of steady effort to improve housing conditions on the local community level had produced painfully disappointing results, and they wondered whether or not they should continue.
