A Statistical Study of the Cases Processed Under the Youthful Offender Act in Kings County Court in 1944

Abstract

Background of the Study. Over the years, various surveys and studies have shown repeatedly that the large proportion of crimes are committed by adolescents. Many of the older dangerous criminals began their criminal careers at a young age. A survey was made in New York State in 1938 which revealed that "more than one-third of the state’s prisoners who had been previously arrested, and then paroled after serving their prison time, had been arrested first between the ages of sixteen and twenty." Throughout the years the adolescent offenders have continued to commit a disproportionate number of crimes.
