Trends in Social Planning for the Hard of Hearing Adults, as Seen in “Hearing News”, 1938 Through 1948

Abstract

Background of the Study. For many years the problems of deafness have been subjected to extensive and fruitful research, but it is only in the last few decades that the difficulties of the partially deaf have been explored. This paper is concerned exclusively with the partially deaf, or hard of hearing.According to tradition, the word "deaf," itself, described not only individuals totally deprived of hearing ability, but also those only moderately afflicted in various degrees. In recent years, however, the distinction between the two terms — deaf and hard of hearing — came to be widely accepted, although not in general parlance. The invention of the audiometer and the development of other new techniques for the first time provided an accurate method of measuring different gradations of hearing loss. At the same time, new means of treating, educating and rehabilitating the partially deaf were discovered.
