The Relationship of Private Employment to Lowered Relief Rolls in the Department of Public Welfare of Nassau County of New York State, 1939 - 1948

Abstract

Background of the Study. As a student caseworker in the Department of Public Welfare, Nassau County, New York, the writer became aware of the problems undertaken in this dissertation and consequently became interested in the further development of the effect of private employment to lowered relief rolls, in the Spring and Summer of 1948 this country went through a case of hysterics about a vastly over-exaggerated job situation. This announcement of increased unemployment had made headlines clear across the nation, This was, of course, evidence of the lasting shock of the depression of the 1930’s. Millions of men, women and children spent those years in constant anxiety. All were affected, the skilled and the unskilled, the professional worker and the manual laborer, and their families, For nearly a decade we have not been concerned with unemployment. The economy experienced full employment, and more, during the war. Sixty million jobs, once considered a fantastic goal, became a reality after reconversion. In 1944 our industrial system was geared up for maximum production and thus considered the peak year of production. It is against this background that the writer has chosen to study the relationship of private employment to lowered relief rolls. The twenty-four case histories studied of the 226 cases closed because private employment was secured covers the period from December 31, 1943 to December 31, 1944. These cases were taken from the files of the Department of Public Welfare, Mineola, Nassau County, Long Island. The administration of relief is controlled and distributed throughout Nassau County from the offices located in the Old County Court House as seen in Figure 1, page 3. The location of Mineola, the County seat, in relation to Nassau County is shown in Figure 2, page 4.
