A Case Study of the Relationship Between Siblings in the Foster Home Placement Under the Care of the New York Foundling Hospital

Mary Gwendolyn Noren, Fordham University

Abstract

Background of the Study. Throughout history there have always been children who have been deprived of a normal home life. The reasons for this are many and varied-war, illness, death, broken homes and illegitimacy. From earliest times, interested adults connected either with public or private agencies, have concerned themselves with the plight of these youngsters. They realized primarily, that every child has the right to the love, care and protection of parents or parent- substitutes. Secondly, they realized that these children are part of the citizenry of various countries and will exert some influence upon its society. Therefore, qualified persons must provide as near as possible substitute care. By so doing they have some assurance that these children will develop to be good and worthy members of society. Moreover, from a Christian and community point of view, it is the duty of the government to provide for the welfare of minors if the parent cannot do so.
