Abstract
Background of the Study. During the past half century the field of child welfare has seen many advances and improvements. The archaic Almshouse is thankfully an institution of the past and in its place are many and various services for children resulting from an increased understanding of the child and his needs. The First White House Conference on Children and Youth in 1909 might well stand as the turning point from the old to the new philosophy. This conference served as an impetus for subsequent conferences by authoritative and interested individuals and groups in the field of child welfare as well as in the many other branches of the social services. These conferences served as a means of pooling the knowledge of the many fields whose interest lies. in complex problems of the human person and his behavior. With this ambitious display of interest in child welfare came a corresponding rise in standards of practice.
