Abstract

When a family cannot provide basic care and fulfill its responsibilities to a child, a more adequate family environment may be provided by those private and governmental agencies which have assumed responsibility for the child. Carefully selected foster homes are considered by these agencies to be the best means of meeting the child’s needs.Background of the Study. A discussion of foster care as it is administered today should be preceded by a review of its development, since each stage of its evolution has resulted from an earlier one. This evolutionary process was outlined in a study done in December, 1962, at Adelphi College in New York entitled Foster Parents: A Composite Picture. The following brief historical summary is taken from that study.
