Abstract
Background of the Study. A community can be measured in many ways, but its most vital force is its people. It is by its people that a community is shaped, changed, grows and becomes dynamic, or conversely, remains static and non-productive. The family is the primary unit in our society and is charged with the responsibility of nurturing and helping to bring its children to responsible maturity. When the child cannot be adequately cared for in his own home, it is the responsibility of society to find an adequate substitute, be it adoption, foster care, or institution.
