Abstract

Background of the Study. The setting of this study is the Suffolk County Clinic for the Mentally Retarded which is the focal agency for the diagnosis of and the planning for the mentally retarded of the County of Suffolk. When the Clinic opened on March 1, 1960 it was located in Brookhaven Memorial Hospital, Patchogue, New York. Since January, 1963, it has been situated in Smithtown General Hospital, Smithtown, New York where it is more readily accessible to about 85 per cent of the population of Suffolk County.The Clinic is a private, non-profit, incorporated facility licensed by the New York State Department of Mental Hygiene and is administered by a community Board of Directors. It is sponsored by the Association for the Help of Retarded Children, Suffolk Chapter, and the County of Suffolk, and is under contract with the Suffolk County Mental Health Board. This arrangement enables the Clinic to obtain both public and private funds in order to meet its budgetary requirements.
