Who Gets Attention in a Substance Use Clinic?
Abstract
The problem is how do you evaluate the effectiveness of any social program? Or is it more to the point to ask, "By what process is it possible to describe the effectiveness of a social program?" In both of those questions there seems to be, at least in social research terms, an assumption that there exists or should exist an orderly rational way of evaluating any program. This assumption brings forth numerous questions such ass "Is it best to evaluate a program or should both be done?" "Can all programs be evaluated?", "What is evaluation?", "What do you look for when evaluating a program?".
