History of Public Poor Relief in New Jersey, 1609–1934
Abstract
Public poor relief is but one division of the broad field of public welfare. Its aim is to relieve poverty. It may do this in either of two ways: by supporting the poor in their own or in private family homes; or by placing them in institutions. The former method is termed outdoor relief, and the latter indoor relief. The Pathfinding Committee of the Family Welfare Association of America in a Report on a Study of Governmental Methods of Relief which it submitted in May, 1932, formulated the following definition of public relief which we may well accept.
