Attraction and retention at an 853 school: A case study analysis of Green Chimneys School for Little Folk

Abstract

The purpose of this case study is to examine how New York State's system of funding has failed to affect 853 Schools retention of highly qualified special education teachers. Several factors related to attraction and retention of special education teachers has created an unstable and threatening environment for 853 Schools. It has proven difficult to keep special education teacher positions filled. A further challenge is to find candidates who meet the certification levels to teach students with disabilities. During the past twelve years a blind eye has been turned by the state towards the 853 Schools. The quality of education is severely at risk for those with special needs served at these educational institutions. This study will assist 853 education administrators to affect legislation and New York State Education Department to increase retention for special education teachers.
