Abstract

The delinquent, behavior-disordered student has been a concern of local, state, federal governments, and every sector of education for years. Vast quantities of money have been expended in attempts at prevention and rehabilitation, with little success. Recidivism rates of fifty percent to eighty percent nationally (Tunley, 1962, and Martin and Barry, 1969) indicate that previous efforts have not been fruitful.
