A CONCEPTUAL FRAMEWORK FOR THE DEVELOPMENT OF HIGH SCHOOL SOCIAL STUDIES CURRICULA FOR PALESTINIAN STUDENTS

Abstract

The purpose of the study was to develop a conceptual framework for the development of high school social studies curricula for Palestinian students. It is expected that the framework will be used as a guideline to develop new social studies curricula for Palestinian high school students and/or to revise existing ones. The formulation of a rationale to serve as a platform upon which the other components of the framework were to be based was the first step in developing the framework. The rationale was developed through the examination of four areas: (1) philosophy of education; (2) principles of learning; (3) knowledge in the social studies; and (4) needs and problems of Palestinian society. Criteria were developed from the related social studies literature to guide the following processes: (1) selection and formulation of social studies objectives for high school students; (2) selection and organization of social studies curriculum content; (3) selection of social studies teaching strategies; and (4) selection of methods and materials for evaluating social studies objectives. The criteria were validated by a group of authorities in social studies education, members of the National Council for the Social Studies. Based on the validated criteria, and in harmony with the rationale, a conceptual framework for the development of high school social studies curricula for Palestinian students was proposed. In addition to the rationale, the proposed framework consists of the following components: (1) suggested social studies objectives for high school Palestinian students; (2) suggested issues and problems for selection and organization of social studies curriculum content; (3) suggested strategies for teaching social studies; and (4) suggested methods and materials for evaluating social studies objectives. The proposed framework was sent to a group of Arab-American experts, members of the Association of Arab-American University Graduates for validation. Validators indicated that the framework in general "very much" reflect the needs, problems, and cultural heritage of the Palestinian society. They also expressed the opinion that it is most likely that the framework will be adopted by Palestinian intellectuals and community leaders and utilized in the present and future by authorities in charge of Palestinian education. However, validators also pointed out certain factors upon which the full adoptation and utilization of the framework might depend.
