Abstract
With increasing discrepancies in the payrolls of Major League Baseball teams, I investigate the relationship between winning and spending, the sources of revenue for each team that have led to such discrepancies, and policies implemented by the League to mitigate these differences. The correlation between payroll spending and team success plays only a minor role in this paper but establishes the need for additional policies that will allow small market teams not only to compete in a given year, but also to remain competitive over a longer period of time. Thus, I conclude with policy suggestions to the Commissioner’s Office that will allow teams with smaller revenue streams to open and maintain expanded “windows” of opportunity for success.
